Dental benefits and plan materials

Keeping your teeth healthy is an important part of your overall health. OEBB members and their families have access to Delta Dental, the nation's largest dental network. You’ll have excellent coverage whether you choose the Premier or PPO network.

Basic information about your dental benefits

For all Delta Dental plans with OEBB:

  • New! Starting 10/1/2026, cleanings and periodontal maintenance are covered twice a year instead of once in any six-month period.
  • There is a $50 deductible, which is waived for preventive services.
  • Preventive services do not accrue towards your annual plan maximum. This means you truly have your annual benefit maximum for additional services like crowns, implants and more.

Incentive dental plans

If you choose an incentive dental plan (OEBB Plans 1 and 5), your benefits will increase each year if you see your dentist at least once that plan year.

Benefits over time

Year 1: Plan covers 70% of your dental care

Year 2: Plan covers 80% of your dental care

Year 3: Plan covers 90% of your dental care

Year 4: Plan covers 100% of your dental care

As long as you continue getting annual care from your dentist, your plan will continue to cover it 100%. If you do not visit your dentist in a plan year, your coverage will decrease by 10%, but will never fall below 70%.

  • If you move from one incentive plan to another incentive plan, you’ll keep the same incentive level as long as you have no more than 31 days between coverage. You will also carry over the annual maximum and deductible.
  • If you have a break in coverage of more than 31 days, you’ll start at 70% and receive a new annual maximum and deductible.
  • If you move from a constant plan (Plan 6 or the Exclusive PPO) to an incentive plan (Plans 1 or 5), your incentive starts at 70%, regardless of your original hire date.
  • OEBB Plan 5 includes incentive-based benefits for preventive and restorative services only.

Dual coverage

If you have dual Delta Dental coverage under OEBB (for example, as part of a married couple), you can get coverage from both plans:

  • If you have a plan maximum (e.g., Plan 5 with a $1,700 plan-year maximum), your primary plan will pay first.
  • Once you have met your maximum on the primary plan, your secondary plan will pay the balances on allowable expenses until it has also met the maximum.

As a secondary plan, Delta Dental will pay up to the highest allowable charge. If a couple both have Delta Dental coverage under OEBB, the allowed amount is the same for both plans. If there is a charge over the allowed amount (for example, from an out-of-network provider), you will be responsible for the extra charge.

Delta Dental PPO Network

Our preferred provider option (PPO) gives you one of the largest PPO dental networks in Oregon and across the country. You’ll enjoy better benefits by seeing dentists in the PPO network because they have agreed to lower contracted rates. That means more savings for you. To receive in-network benefits, you must see a Delta Dental PPO provider or specialist.

The Premier option gives you even more choice with the largest dental network in Oregon and nationally.

Find a dentist

Use our Find Care tool to find a dentist near you. Just choose a dental network and then search for participating dentists. You can look up:

Outside Oregon, OEBB members can access more than 100,000 in-network Premier or PPO providers nationwide.

Dentists in the PPO and Premier networks will not charge more than Delta Dental’s allowed amount. This means they do not balance bill (charge the difference between what we pay and the dentist's fee). This can help you save on out-of-pocket costs. If you see providers outside of the network, you may pay more for care.

Enhanced benefits for members with intellectual disabilities

Visiting the dentist should be a positive experience for everyone. OEBB provides enhanced dental benefits for members with intellectual disabilities. This includes:

  • Additional cleanings
  • Nitrous oxide
  • Sedation
  • Case management services

Services except for nitrous oxide and sedation are preventive and do not apply to the annual benefit maximum. Nitrous oxide and sedation fall under the applicable benefit level.

Health through Oral Wellness®

If you have a higher risk for oral diseases, you can get extra benefits. The Health through Oral Wellness program measures your risk of tooth decay, gum disease and oral cancer. Based on your risk score, you may qualify for additional cleanings, fluoride treatments, sealants and periodontal maintenance.* This can help prevent issues before they happen.

Follow these steps to see if you qualify:

  • Take a free oral health risk self-assessment. You can choose to share your results with your dentist.
  • Talk to your dentist about the program. If they're not registered, ask them to call the Health through Oral Wellness provider line at 844-663-4433. Once registered, they can perform an oral health risk exam and tell you if you qualify.

*All enhanced dental benefits are subject to your plan's annual maximum and other limitations.

Oral Health, Total Health

OEBB members can enroll in our Oral Health, Total Health benefit by contacting Delta Dental Customer Service.

  • Diabetic members can receive four cleanings or periodontal maintenance sessions in a benefit year.
  • Pregnant women in their third trimester may be eligible for an additional cleaning.
